Public funding for nighttime culture
What this indicator asks
Does public funding in Seoul reach nighttime culture, and can grassroots organisers apply for it?
51.3/ 100 · Seoul
No city funding scheme exists for night culture. Nighttime culture is eligible for general cultural funding, and individual artists can apply directly. A club registered as a restaurant cannot get cultural arts support. One national programme supports small live music venues and the musicians who play there. In 2026 it ran in twelve venues across Korea; in Seoul the venue was the live music club Rolling Hall.
The culture ministry’s 2027 budget proposal allocates ₩16 billion to the indie music ecosystem for the first time, though the proposal is not yet in force.
We looked at three elements: how directly funding is aimed at the night, who can apply, and how long it is committed for.
- Integrated arts support open call, Seoul Foundation for Arts and Culture
- creative activity support up to ₩45 million, and young artist support up to ₩10 million.
- Small popular-music performance support, Ministry of Culture, Sports and Tourism
- support for twelve venues nationwide, run through the Record Label Industry Association of Korea.
- District indie music support
- districts compete for the budget and run their own programmes.
